Tidy up generate_from_settingtypes.lua a bit.

* Multiline strings
* Table-concat instead of String-concats
* string.rep instead of loop-concat
* string.format %q instead of manual quotation by gsub
* Assert writeable files
* Generate new settings_translation_file
