WaterLoggedRootsKelpFix (#3994)
Fixes #3990 A very simple fix to Kelp and the current water logged nodes. It adds the group "waterlogged" to water logged items and then puts a check for the group in kelp growth. Made it as a group, because eventually there will be other waterlogged nodes.
