Assign an employee to a job.

Signature:

throwParty(divisionName: string, cityName: string, costPerEmployee: number): Promise<number>;

Parameters

divisionName	string	Name of the division
cityName	string	Name of the city
costPerEmployee	number	Amount to spend per employee.

Returns:

Promise<number>

Amount of happiness increased.
